Can I work with HeadFirst Group as a foreign supplier?
Yes.
Foreign suppliers can provide professionals to clients of HeadFirst Group. Your organisation must comply with Dutch legislation regarding the provision of temporary labour.
The obligations that apply to your organisation depend on several factors, including:
- the country where your company is established;
- the nationality of the professional;
- the location where the work will be performed;
- the duration of the assignment;
- the residence and employment status of the professional.
Before a professional can start an assignment, we verify that your organisation complies with all applicable legal and contractual requirements.
Which documents and registrations do I need?
Depending on your situation, we may request:
- proof of your company's registration;
- a WAADI registration;
- a G-account (blocked account);
- a copy of a valid identity document for the professional (where legally required);
- an A1 certificate (where applicable);
- a valid work permit and/or residence permit (where applicable);
- additional documents requested by the client, such as a Certificate of Conduct (VOG).
In addition, we carry out an identity check for every professional. During this process, we verify the identity document through an ID verification process. Only where legally required—for example, for professionals from outside the EU/EEA—do we request and retain a copy of the identity document.
WAADI registration
Do I need a WAADI registration?Yes.
If your organisation supplies professionals to clients in the Netherlands, a WAADI registration is mandatory.
This requirement also applies to foreign suppliers who second or temporarily assign workers to the Netherlands.
Before the collaboration starts, HeadFirst Group verifies that your organisation is correctly registered.
Where can I apply for a WAADI registration?You can register under the WAADI through the Dutch Chamber of Commerce (KVK).
G-account Do I need a G-account?
Yes.
All HeadFirst Group labels are SNA (NEN 4400) certified. Therefore, a G-account is a contractual requirement for suppliers providing personnel through HeadFirst Group.
A G-account is a blocked bank account into which part of the invoice amount is paid. These funds are used to pay wage tax and social security contributions, reducing fiscal risks for both your organisation and HeadFirst Group.
Where can I apply for a G-account?You can apply for a G-account through a Dutch bank that offers this type of account.
Once the account has been opened, the Dutch Tax Administration must approve its use as a G-account.

Can you demonstrate that you are unable to obtain a G-account? Please contact us. In exceptional cases, we may assess whether an alternative solution is possible. In such cases, we require, among other things, an official rejection from the Dutch Tax Administration and a periodic auditor's statement.
A1 certificate Do I need an A1 certificate?
If your professional temporarily works in the Netherlands while remaining covered by the social security system of another EU/EEA country or Switzerland, an A1 certificate is mandatory.
This certificate confirms in which country social security contributions are paid.
If an A1 certificate is required but missing, both the supplier and the client may face social security risks.
Where can I apply for an A1 certificate?The A1 certificate must be requested from the social security authority in the country where the professional is insured.
The responsible authority differs from country to country.
Work permit and residence permit
Does my professional need a work permit?That depends on the professional's nationality.
Professional from the EU, EEA or Switzerland
Professionals from the EU, EEA and Switzerland can generally work in the Netherlands without a work permit under the principle of free movement of workers.
Professional from outside the EU/EEA
Additional rules apply to professionals from outside the EU/EEA.
Whether a work permit is required depends on the professional's residence status and the purpose of their stay in the Netherlands.
Depending on the situation, one of the following permits may be required:
- TWV (Work Permit) – a permit allowing a professional to work in the Netherlands.
- GVVA (Single Permit for Residence and Work) – a combined residence and work permit.
The professional must also hold a valid Dutch residence permit or another residence document that allows them to work in the Netherlands.
Please note: A residence permit issued by another European country does not automatically entitle the holder to work in the Netherlands.
Where can I apply for a work or residence permit?
The required permit depends on the professional's residence status.
- A TWV (Work Permit) must be applied for through the Dutch Employee Insurance Agency (UWV).
- A GVVA (Single Permit for Residence and Work) must be applied for through the Dutch Immigration and Naturalisation Service (IND). As part of the application process, the IND requests advice from the UWV before making a decision.

Posted Workers Notification Portal
If your organisation temporarily assigns professionals from abroad to work in the Netherlands, you are often required to register the assignment through the Dutch Posted Workers Notification Portal.
The notification must be submitted before the professional starts work.
HeadFirst Group or the client will subsequently verify that the notification has been completed correctly.
